Click on the item you want to rotate, then hit the 'R' key. Keep tapping 'R' until it's in the right spot!

You can't actually rotate items in Mall Tycoon 2. Just deal with the default orientations.

From firsthand experience, I can tell you only need the 'R' key. Place an item, hit 'R' to rotate, and that’s it!
