I've gotten my dragon by focusing on the Wonder building tasks! Once you complete Wonder 2 and 3, you unlock dragons as rewards. Worked like a charm for me!
You can score a dragon by completing the Wonder buildings, like the Wonder 2 or Wonder 3 stages, where you unlock specific dragons as rewards. Dragon Pendants can also be used to get one from the Pasture buildings!
