To get a Rain Totem in Stardew Valley, you need to level up your Foraging skill to level 9. Once you hit level 9, you'll unlock the crafting recipe for it. You'll need 1 Hardwood, 1 Truffle Oil, and 5 Pine Tar to craft it. Using it makes it rain the next day!

Honestly, I just buy mine from the Traveling Cart when it shows up. Crafting is fine and all, but if you're like me and want to skip the work, keep an eye out for the cart on Fridays and Sundays. You might get lucky and find it for sale!
Just craft it lol. You need lvl 9 Foraging. Then grab Hardwood, Truffle Oil, and Pine Tar. Easy peasy.
