Honestly, Phase 10 is more chaotic and fun with more players. But if you only got two, just follow the regular rules; it still works fine.
Yep, you can totally play Phase 10 with just two people. It's still the same fun game. You just take turns drawing and discarding cards, completing phases as you go.
