Honestly, as long as you want! Just remember, the shorter the clip, the funnier it usually is.
From my experience, keeping sound clips under 10 seconds works best. Anything longer can get really annoying really fast!

Soundboard - keep it snappy and under 5 seconds. Nobody wants a feature film in a sound clip.
