First up, ya gotta have the right tool for the job, which means getting your hands on an Iridium Rod; it's the only fishing rod in Stardew Valley that lets you attach bait and tackle, including bobbers. You can buy one from Willy at the Fish Shop once you've hit Fishing Level 6. After that, open your inventory, right-click (or tap, depending on your device) the bobber you wanna use, and then click (or tap) your Iridium Rod. Bam, bobber attached!
