Adding a bobber to your rod in Stardew Valley is actually pretty simple! First, you gotta make sure you have one of the better rods - either the Iridium Rod or the Fiberglass Rod, since the basic Bamboo Pole won't let you attach anything. Then, open your inventory, pick the bobber you wanna use, and right-click it onto the rod. Boom! You're all set to catch some big ones!

Just right-click the bobber on the rod lol. Make sure it's not the bamboo one.

You can't add bobbers to the Bamboo Pole, only the Iridium and Fiberglass Rods. Just drag and drop the bobber onto the rod in your inventory. Pro tip: Different bobbers have different benefits, so choose based on your fishing goals!
