Gotta have that Iridium Rod, mate. No Iridium, no hook. Simple as that.

It took me forever to figure this out, but you MUST have the Iridium Rod. Seriously, I was trying with the Bamboo Pole... Don’t be like me. Get the Iridium Rod, open inventory, and just click the hook then the rod. Done.
