Sorry, no block button here. Just ignore their requests and contact PayPal support if things get fishy.
You can't directly block people on PayPal, but you can refuse their payment requests and report any suspicious activity!
Best way I've found: don't accept payment requests from people you don't trust and report any shady stuff to PayPal.
