To break boulders in Stardew Valley, you need to upgrade your pickaxe to at least copper level. You can do this by gathering copper ore from the mines, then heading over to the Blacksmith to upgrade your tool. It'll take a couple of in-game days, but once you've got that upgraded pickaxe, those boulders won't stand a chance!

Don't underestimate the power of upgrading your tools in Stardew Valley. When I first started playing, I thought I could get by with the basics, but upgrading my pickaxe made a HUGE difference. Not just for boulders, but for mining in general. It's totally worth the investment!
