First, you need to join or create an alliance. Once your alliance reaches level 10, the option to build an Alliance City becomes available. Gather resources and work together with your alliance members to start construction!

Make sure you're in an alliance that's at least level 10. Then, coordinate with your alliance members to gather the necessary resources and start the build. Teamwork makes the dream work!

I recently built one with my alliance! First, make sure your alliance is level 10. Then, gather as many active members as possible to help with resources. We did it in a couple of days because everyone pitched in.
