To build more cities in Evony, you need to upgrade your Keep. Once you hit Keep level 10, you can start unlocking Subordinate Cities. The higher your Keep level, the more cities you can build!

I've built several cities in Evony by focusing on upgrading my Keep to the required level and then capturing Subordinate Cities. Conquering higher-level Keeps gets you better cities too!
