Just walk up to your horse and press the right button! If you're playing on PC, it's usually the 'Use Tool' button, which is right-click by default. On consoles, it's the button you'd use to interact with objects. No fancy whistle needed, just the press of a button and you're ready to ride into the sunset.

You can't literally 'call' your horse like using a phone, lol. But getting on is easy peasy. Just go over to where your horse is, and press the action button. That's it. Stardew doesn't overcomplicate things.

Sadly, you can't summon the horse to your location with a whistle or a call. You gotta remember where you left it. I always leave mine by the farmhouse or near the mine entrance to avoid the long walk of shame.

Pro tip: Don't fret too much about calling your horse. Just make sure to leave it in a spot where you'll remember. I forgot once and had to trek across the whole map. Not my proudest Stardew moment.
