Just go to Ginger Island in summer. It's the only spot and time you'll ever find them. Happy fishing!

It took me FOREVER to figure this out, but yeah, summer, Ginger Island, and a whole lot of patience. Also, make sure your fishing skill isn't too low; it really makes a difference.
