Just go to Settings > Address > Update. You'll be done in no time!
From my own experience, you need to log in, head to Settings, then Address. Click on 'Manage All Addresses' and make your changes.
Jot down your new address, log into PayPal, and head to 'Settings' > 'Addresses' > 'Update'. Easy peasy.
