Just hoe everywhere, honestly. The soil patches on your farm, Cindersap Forest, and around Pelican Town can yield clay. It's kinda random, but keep at it and you'll stockpile clay in no time. Bonus tip: upgrading your hoe lets you dig up more tiles at once, increasing your chances for clay.
