From personal experience, it's pretty straightforward: Head to 'Settings', find 'Account', and select 'Close your account'. They'll ask why you're leaving, answer that, and it's all set!
Click on that gear icon (Settings), go to 'Account' tab, then hit 'Close your account'. Simple as that!
You don't actually deactivate a PayPal account, you close it permanently.
