Use quick, low attacks to interrupt Azazel's moves and keep him off balance. Also, sidestep to avoid his lasers and big attacks!

Just avoid his big attacks and keep pressure with fast pokes. You'll wear him down eventually.

From my experience, learning a character with fast, combo-heavy moves really helps. I beat him with Law using Dragon Tail and Somersault.
