To get into the sewer in Stardew Valley, you need the Rusty Key. Gunther gives it to you once you've donated enough artifacts to the museum. Pretty sure it's like 60 pieces? Then, just stroll down to the sewer's entrance either below Pelican Town or in the Cindersap Forest and unlock it.
