Arcade Mode has a fixed order of opponents, so you won't always encounter Jin. Better luck in Versus mode or Treasure Battle!

You can't actually fight Jin specifically in Arcade Mode; it's a set progression of opponents. Try the Treasure Battle mode for more variety!
