If you've got the coordinates, just plug them into the world map. Easy peasy!
Honestly, it's faster to just make a lot of friends and someone will eventually know who you're looking for.
To find someone in Evony, use the 'Search' feature in your alliance to locate players by their username. If they're not in your alliance, use the world map and scout their city!
