Finding Winter Root in Stardew Valley is pretty straightforward! During winter, just forage around town and you should come across some. They also frequently show up when you're using your hoe on those worm tiles on the ground, not just in winter but throughout the year in the mines too, especially between levels 40-79. Actually got my hands on Winter Root while fishing once, using a Winter Root as bait. Sounds weird, but Stardew Valley logic is kinda its own thing. Mostly though, foraging or mining during winter is your best bet.

Just hit up those worms on the ground with your hoe, they've got all sorts of stuff including Winter Root. It's like Stardew Valley's version of a treasure hunt, but with more dirt.
