You actually need to gift them the 'Mermaid's Pendant' to get married but after the wedding, you gotta get your hands on the 'Stardrop' from your spouse's 14-heart event. Keep chatting daily, give them their favorite gifts (twice a week and on their birthday) and don’t forget those kisses. After their hearts are all glowing with 14 of 'em, you've nailed it!
