Just fish a lot! The recipe for the recycling machine pops up when you hit Fishing Level 4. So, keep catching those fish (or trash, ironically) to level up and the recipe will be yours.

I actually crafted my recycling bin pretty early on in the game. Fishing was a chill way to up my levels, and hitting level 4 brought in the crafting recipe. It's a game-changer for turning useless junk into materials. Definitely worth the effort!

Level 4 Fishing is your key! No shortcuts here, just a good old fishing rod and some patience. Get to level 4 in fishing and the recycling bin recipe is automatically yours. Simples.
