Azazel isn't available as a character you can play in Tekken 6. He's just the final boss and is not unlockable.

Sorry, folks. Azazel is boss-only material in Tekken 6 and cannot be unlocked for regular play.

You can't actually unlock Azazel as a playable character in Tekken 6 on Xbox 360. They are only a boss character in the game!
