Try playing around with lowering resolution and visual effects. Maybe even disabling VSync and Fullscreen optimizations could give you some extra frames. Worked wonders for me.
If you're running a lot of mods, consider disabling some. Mods can be fun, but they can also eat up performance.
Honestly, just upgrading to a better graphics card or more RAM will give you a big performance boost. Harsh but true!
