You can't get Devil Gon in Tekken 3. Gon, the tiny dinosaur, is the closest you'll get, and he's available after beating him in Tekken Ball mode.

Devil Gon isn't a thing in Tekken 3, unfortunately. But you can unlock Gon by beating him in Tekken Ball mode!
