Sorry to break it to ya, but Devil Kazumi can't be unlocked in Tekken 7 as an independent character. She only appears as part of Kazumi's special moves.

Dude, you can't unlock Devil Kazumi because she's only a special move for Kazumi. Just use her Rage Art!

Devil Kazumi isn't a separate character in Tekken 7, she's part of Kazumi Mishima's moveset. Just pick Kazumi and use her Rage Art to transform her temporarily!
