Gems can be earned through Alliance activities and Monarch competitions. Make sure you're active and contributing to your alliance; they often have gem rewards.
Just buy them. Simple and straightforward if you don't mind spending a few bucks to speed things up.
In my experience, gathering resources and completing monster hunts can sometimes drop gems. It's not super common, but it's a nice bonus when it happens!
