I can confirm from personal experience: Heihachi is right there in the roster when you start Tekken 7. Happy fighting!
Just boot up Tekken 7 and scroll through the character roster. Heihachi is already there, waiting for you to master his moves.
If you can't find Heihachi, you might need new glasses. He's definitely there from the beginning.
