To get parsnip in Stardew Valley, you start with 15 parsnip seeds in your inventory when you first begin the game. Just clear some land on your farm, hoe the soil, and plant those seeds. Water them every day, and in 4 days, you'll have your very own parsnips ready to harvest!

Just buy them! If you've used up your initial seeds or need more, head over to Pierre's General Store in town. Pierre sells parsnip seeds for 20G a piece. Plant them in any season except winter, water daily, and voila, more parsnips!
