Just contact the seller and ask for a refund through PayPal. If they agree, they can issue it directly. If not, open a dispute in the Resolution Center.

Easy peasy! Open your PayPal account, go to Activity, find the transaction you need a refund for, and click on it. There should be a 'Request a Refund' button. Follow the prompts, and boom, refund requested!
Email the seller first. If they don't respond, escalate the issue through PayPal's Resolution Center.
Go to the Resolution Center and file a dispute if you can't resolve it with the seller. It worked for me last time I got a defective product.
