To get rice in Stardew Valley, you have a couple of options. First, you can buy rice seeds from Pierre's General Store during Spring. Plant them in wet soil near water, and they'll grow without needing to be watered! Alternatively, once you unlock the Island, you can forage for rice shoots in the wild during Spring.
Just buy Rice Seeds from Pierre or forage on the Island. Easy peasy.
