Honestly, it's all about the gifts. Find out what they love and give it to them regularly. But don't forget the bouquet from Pierre's shop when you reach 8 hearts to unlock the ability to go to 10 hearts. Only then the Mermaid's Pendant will do its magic.
First off, you gotta pick your lucky sweetheart from the game's charming townsfolk. Each one has their own tastes, so pay attention! To get them to that 10-heart level, give 'em gifts they love (twice a week and definitely on their birthday for extra points). Once you've charmed them enough, you'll need the Mermaid's Pendant. You can buy it from the Old Mariner on rainy days for 5,000G, but only after upgrading your house and getting that 10-heart level. Then, pop the question with that pendant!
Tbh, just pick someone else if it's too hard. Plenty of fish in Stardew, not just in the sea.
