To upgrade to a Steel Pickaxe in Stardew Valley, you gotta head over to Clint's Blacksmith shop. Make sure you've got 5 Iron Bars and 5,000G ready. Hand them over to Clint, and after a couple days, he'll have that Steel Pickaxe ready for you. Just remember, while he's working on your pickaxe, you won't be able to mine or break large rocks, so plan accordingly!

Just upgrade it at Clint's. Need 5 Iron Bars and 5k gold. Takes 2 days.

Don't forget, before upgrading to a steel pickaxe, you gotta have the Copper one first. Clint won't upgrade your basic pickaxe directly to steel. Learned that the hard way. So, start with getting that copper upgrade, then move on to steel.
