You need to defeat The Elder (second boss) and get the Swamp Key. This lets you access the Sunken Crypts in the Swamp biome. Inside, you'll find iron scraps which can be smelted into iron bars. Once you have iron, you can craft the Stone Cutter using 10 wood, 2 iron, and 4 stone. Happy building!
