The Old Mariner's literally a fair-weather friend – except it's the opposite. If it's not raining, forget about it. He won't show his face. And make sure your pockets are deep ('cause he ain't cheap!).
To find the Old Mariner in Stardew Valley, make your way to the beach on a rainy day. But there's a catch - it has to be raining, and you need to have the bridge on the beach repaired already. If you meet these conditions, the Old Mariner will appear on the far eastern side of the beach, standing by his boat. He sells you the Mermaid's Pendant for 5,000G, which you need if you're planning on getting married in the game. Remember, he’ll only show up when it’s raining, so keep an eye on the weather forecast!
