The Witch doesn’t join your farm like animals or villagers. Instead, she randomly flies over your farm at night after certain conditions are met, like having a Void Egg in a coop. She’s more about causing a little mystery and mayhem, like turning all eggs in a coop into Void Eggs, rather than someone you can 'get' or interact with directly.

Good luck waiting for the Witch to 'join' your farm—she's not a fan of tea parties. You'll see her randomly, and usually, it's just her doing drive-by magic like cursing a few of your chickens into Void Chickens or dropping a Void Egg. There's no way to invite her, she's more like a whimsical force of nature in Stardew Valley.

The witch is a cameo appearance, not a farmhand. She flies by, maybe curses some eggs, and leaves. That's the extent of it.
