Firstly, ya gotta be on Ginger Island, which means completing the Community Center or the Joja Warehouse, and repairing the boat at Willy's. Once you're on Ginger Island, head to the northern part of the island where you'll find the Volcano Dungeon. Just be ready, 'cause it's a bit of a trek and the place ain't exactly welcoming.

You need to access Ginger Island first. After repairing the boat with Willy, just head to the north part of the island, and boom, Volcano Dungeon. Trust me, went there last game night. It's an adventure and a half, make sure your inventory is ready for a rumble!
