To get unmilled rice in Stardew Valley, you gotta plant rice shoots in the spring. Make sure to plant them near water, cause they grow faster that way! You can buy rice shoots from Pierre's General Store or occasionally from the Traveling Cart.

Actually, I just buy my unmilled rice from the Traveling Cart. Sometimes farming is too much of a hassle for me, lol.

Just to add, rice shoots are your ticket. After planting, wait 8 days and boom, unmilled rice is yours. Also, no scarecrows needed; birds don't seem to bother the rice.
