Just buy 'em from the Travelling Cart lady. She shows up on Fridays and Sundays near the Secret Woods. It's hit or miss, but sometimes she sells winter seeds.

Getting winter seeds in Stardew Valley is actually pretty cool. You need to craft them using the Winter Foraging Bundle at the Community Center. This bundle requires one of each: Winter Root, Crystal Fruit, Snow Yam, and Crocus. Once you complete the bundle, you'll be rewarded with 30 winter seeds! Start foraging!

You gotta craft 'em. Mix Winter Root, Crystal Fruit, Snow Yam, and Crocus in your crafting menu to get winter seeds. If you haven't unlocked the recipe yet, complete the Winter Foraging Bundle at the Community Center first.

Honestly, crafting winter seeds is a waste of time. Just focus on fishing and mining during winter. Way more profitable.
