You can set the kill cooldown to the minimum of 10 seconds in the game settings, but you can't officially get a zero cooldown without mods.

No official way to have zero kill cooldown unless you're into using mods or hacks, which I wouldn't recommend.

Setting up a private lobby and adjusting the kill cooldown to the lowest possible is your best bet for quick kills.
