You can't grow most crops outside during Winter in Stardew Valley, but here's the workaround: grab yourself a Greenhouse! It's Winter-proof and lets you grow any crop inside. If you haven't unlocked the Greenhouse yet, focus on Winter Seeds which are a mix of forageable plants that can grow during winter. Don't forget, you can also plant fruit trees in the Greenhouse; they'll grow just fine in any season.
