To get hay in Stardew Valley, first, you gotta have a silo. Once you've got that set up, just cut down tall grass with your scythe and boom! Hay gets automatically stored in your silo. Easy peasy!

Just swing your scythe at tall grass after you've built a silo. If your silo's full, you won't get any more hay.
