Unfortunately, the game's settings won't let you go below a 10-second kill cooldown. Stick to being a sneaky imposter instead!
I've tried this myself, and the lowest you can go on the cooldown is 10 seconds, which is already pretty intense!
You can't actually set a 0 kill cooldown in the official Among Us game settings. The lowest cooldown allowed is 10 seconds.
