Nope, you can't craft a skirt. Stardew ain't a tailor sim. But, changing outfits is totally a thing. Check the Wizard's Tower once you've unlocked the 'Dark Talisman' quest. There's a shrine that lets you change your appearance, including your clothes!
Honestly, why bother with a skirt? Stardew Valley's all about farming, mining, and adventuring. Fashion's just a bonus!
