First, you'll need to mine some iron from the Swamp biome and smelt it into iron bars. Then combine 2 iron, 10 wood, and 4 stone using a Workbench to craft a Stone Cutter!
Once you unlock the Swamp biome, find some iron scraps, smelt them at a Smelter, and then craft the Stone Cutter at your Workbench with 2 iron, 10 wood, and 4 stone. Easy peasy!
