You can't actually craft bait in Valheim; buy it from Haldor the Merchant in the Black Forest. Happy fishing!

First-hand tip: I found Haldor in a clearing surrounded by runestones. The Fishing Bait costs 10 coins for a stack of 50. Totally worth it!
