Use the hammer! Open the build menu, go to 'Crafting,' select the Workbench, and place it. Then, build a roof over it to use it.

All you need to do is equip your hammer, right-click to bring up the build menu, and place the Workbench under the 'Crafting' tab. Make sure it's covered by a roof if you want to use it!
