You can't actually customize the underwear specifically in Tekken 7. However, changing the rest of the costume might satisfy what you're aiming for. Good luck!
Having spent way too many hours customizing my fighters in Tekken 7, I can tell you that tweaking underwear color directly isn't really a thing. But you get a lot of control over overall costume colors under the customization menu.
Honestly, you can't customize the underwear color directly. Just cover them up with some cool pants instead.
